Having lost the 'Seven Hours War,' Earth has surrendered to the Combine, a hostile alien empire. A puppet government is established under Doctor Wallace Breen, a man who believes that the Combine have the answer to human immortality.

But behind all the promises lie violence and oppression. In Eastern Europe, the Resistance grows in secret, determined to reclaim their freedom.

When hostilities begin to escalate, one woman is liberated by the legendary 'Free Man,' as she witnesses the true face of City 17. Tired of living a life in helplessness, she resolves to join the now battered Resistance in their fight against the Combine.

Following the destruction of the Citadel, she is ordered to rendezvous with a squad of rebels outside the City, where she ultimately discovers their fate at White Forest Inn.
